49. Physicians for Human Rights. Human Rights on Hold: A report on Emergency Measures and Access to Health Care in the Occupied Territories 1990-1992. Physicians for Human Rights, 1993, 173 pp.
The report is based on two studies carried out by two PHR missions to the Occupied Territories in 1990 and 1991. The first study is a survey of 24 randomly selected families in refugee camps. It investigates violations of human rights and their effects on health. Violations include excessive use of force by Israeli soldiers and police such as beatings, shootings, use of toxic gas, forced entry to homes and curfews.
The second study investigates reports on the obstruction of health care in the Occupied Territories during the Gulf War curfew. Breaches of medical protection assured to civilians in wartime include restrictions of the freedom of movement of health and medical personnel, closure of pharmacies and clinics, obstruction of access to medical care, forcible entry into medical institutions and obstruction of ambulance movement and ambulance services.
A number of recommendations are suggested, including a call for establishment of clear policies aimed at restricting the use of force and for lifting restrictions imposed on health personnel and health facilities in the Occupied Territories.
