A brief description of the main problems and deficiencies of the Palestinian health care system in the Occupied Territories is presented. The author particularly emphasizes problems relating to "Forms of Control and Finance". He states that the inadequacy of managerial skills in health care organizations and the lack of coordination between the different organizations, among other factors, have contributed to "the declining status of health providers".

The author presents a number of ideas for improving the level of health services in the country. He also suggests a number of strategies for a proposed national health council.
