This paper seeks to discuss the role of NGOs, particularly within the health sector, in the context of a period of political, economic and developmental change. The author points to the role of NGOs in serving the underprivileged sectors of the society and in the building of the Palestinian health infrastructure during the years of occupation. This contributed to the creation of new health development models and the foundations for a civil society. Based on these roles, the author calls for the active involvement of NGOs in policy formulation and adoption in the health sector and other fields.
