The author describes the health care system in the Occupied Territories as being inadequate for meeting the needs of the population. The author lists a number of recommendations for improving the Palestinian health care system. However, he states that Palestinian goals in development cannot be achieved in the presence of occupation and calls for placing the Occupied Territories under UN protection.
