This paper summarizes the workshop proceedings. The workshop was part of a series of workshops held by the HDIP in cooperation with the Ministry of Health. The main objectives of the workshop were to promote cooperation between non-governmental organizations and the ministry of health and to create a mechanism for cooperation and coordination in a constructive manner, reduce the tension between the government and the civic organizations, and attempt to create an atmosphere of understanding and cooperation on the basis of common interests.
