The main argument of the paper is that development of services can be undertaken even with the unfavorable conditions that presently prevail in the West Bank. A background to the health status and health services in the West Bank is presented. It is argued that community participation is the key to successful organization and implementation of PHC services. Several examples are drawn from the experiences of different developing countries. It is argued that through community participation in decision-making and better cooperation between the different health providers, the goal of health for all by the year 2000 may be attained in the West Bank.
