The paper presents guidelines for conducting an efficient comprehensive vaccination program. Information concerning the spread of infection among humans and animals, the numbers of animals to be vaccinated, the present and needed resources should be gathered. The current government vaccination program proved to be insufficient. Thus cooperation among all workers in this field is needed.
