This paper describes developments related to persons with disabilities that took place in the Gaza Strip from 1982 through 1994, a significant portion of which were developed through or in association with the Society for the Care of the Handicapped. Activities over the space of those twelve years brought to light a variety of issues that are of relevance throughout the Middle East. These are discussed in relation to social policy development.
